Under Canada’s existing laws for Family Sponsorship, a Canadian citizen or Permanent Resident can sponsor a spouse, child or parent to become a permanent resident in Canada.
Parent / Grandparent Sponsorship
IRCC announced on October 5, 2020 that the 2020 Parents and Grandparents Program (PGP) will be reopening on October 13, 2020 for three weeks. Potential sponsors can submit an online interest to sponsor form between October 13, 2020 and November 3, 2020. IRCC will randomly select potential sponsors and provide an invitation to submit their sponsorship application. IRCC has confirmed that it will extend 10,000 invitations to apply for the 2020 intake year.

Spousal Sponsorships can be submitted at any time if the sponsoring spouse is a Canadian citizen. If the sponsoring spouse is a permanent residence, then he or she must be physically present in Canada in order to submit an application.
Sponsored spouses or partners must live together in a legitimate relationship with their sponsor for two years from the day they receive permanent status in Canada.
Applications for spouses can be submitted as either overseas or in-Canada, depending on the location of the spouse being sponsored and other significant factors. To better ensure an application will be successful, numerous documents are needed to prove the genuineness of the relationship to the satisfaction of an officer.
